Note: You can currently create regulatory bundles in SleekFlow only for Hong Kong and Malaysia phone numbers. For phone numbers in other countries, create the regulatory bundle in Twilio Console or contact cs@sleekflow.io for assistance.
What is a regulatory bundle?
A regulatory bundle is Twilio’s compliance application for a regulated phone number. In order to purchase a phone number, you need an approved regulatory bundle.
The bundle contains the business information and supporting documents Twilio needs to verify that your business meets the requirements for using a phone number.
Note: The regulatory bundle must match the country and phone number type you want to purchase. For example, a bundle created for a Hong Kong mobile number cannot be used to purchase a Hong Kong toll-free number.
Before you start
Before creating a regulatory bundle:
- Confirm the country and phone number type you want to purchase
- Review Twilio’s regulatory requirements for your market
- Prepare the required business and authorized representative documents
Your supporting documents should:
- Be clear, readable color scans
- Show all corners and edges
- Contain no blurred, covered, or redacted information
- Show the expiry date, where applicable
- Include both sides of an identity document in the same file
- Match the business names, registration numbers, and addresses entered in SleekFlow
Create a regulatory bundle
Follow the steps below to create and submit a regulatory bundle.
Step 1: Go to SMS and Voice
- Click the
icon, and select “SMS and Voice” on the left-sided panel
- Click “Number verification”
- Under the “Regulatory bundles” tab, click “Add bundle”
Step 2: Set up the regulatory bundle
Select the following:
- Country: Select the country where you want to purchase the phone number.
- Phone number type: Select the type of number you want to purchase, such as mobile or toll-free.

Bundle type: Select “Business”
Click “Next” to continue.
Important: You cannot change the country, phone number type, or bundle type after creating the bundle. If you need a phone number for a different country or of a different type, create another regulatory bundle.
Step 3: Enter your business information
Enter your business details exactly as they appear on your supporting documents, including:
- Business name: Enter the full legal business name, including punctuation and company suffixes. (For example enter SleekFlow Technologies Limited instead of SleekFlow)

Business registration number: Make sure you enter the full business registration number exactly as shown on the business registration document, including all dashes. For example, if the number is 6891111-000-01-23-4, enter the full value instead of using only part of the number.
- Business address: Enter the complete address exactly as shown on your supporting document, including unit or floor details and abbreviations.
Important: Twilio compares these details with your supporting documents. Even minor differences may result in the regulatory bundle being rejected.
Step 4: Enter the authorized representative’s information
Enter the details of the person authorized to act on behalf of your business.
Depending on your business registration documents, you may need to provide:
- A valid identity document for the authorized representative
- A recently signed Letter of Authorization confirming that the representative can act on behalf of the business
If the representative is not listed in the business registration documents, the Letter of Authorization should be signed by a company director or legal representative.
Step 5: Upload supporting documents
Select the relevant document type for each requirement, then upload the requested documents.
The required documents depend on the selected country and phone number type. Refer to the requirements shown in SleekFlow and Twilio’s regulatory guidelines when preparing your files.
Tip: Where accepted, use the same official document for both Proof of Business Identity and Proof of Business Address. This can reduce the risk of differences in company names or address formatting between documents.
Step 6: Review and submit the bundle
Review all entered information and uploaded documents before submitting the bundle.
Make sure:
- The country and phone number type are correct
- Business details match the supporting documents
- The authorized representative’s information is complete
- All required documents have been uploaded
- Documents are readable, valid, and not expired
Check the bundle status
You can check the latest status under Number verification > Regulatory bundles.
Twilio’s review time may vary depending on the market and whether additional information is required. If the bundle is rejected, review the rejection reason, update the relevant information or documents, and submit it again.
After the bundle is approved
Once the regulatory bundle is approved, you can use it to purchase a phone number that matches its country and phone number type. Refer to this Help Center to learn more: Purchasing your phone number via SleekFlow
When purchasing the number, select:
- The approved regulatory bundle
- The address approved as part of that bundle
Note: Bundle approval is the first stage of Twilio’s regulatory review. After the bundle is linked to a phone number, Twilio reviews the number and bundle together. The setup is complete when the phone number’s regulatory status becomes Compliant.
